Edited by Paul (international relations, McGill U., Canada), this collection of 13 essays rests on the premise that the key causal factors of South Asia's multidimensional insecurity are the presence of weak states and weak cooperative interstate norms. Opening essays therefore explore different theoretical and conceptual understandings of state capacity and weak states and consider their implications for South Asian insecurity. Country studies are then presented for India, Pakistan, Afghanistan, Bangladesh, Nepal, and Sri Lanka. The concluding chapter considers implications from the preceding material and considers what can be done to develop strong cooperative interstate norms.
